Norway Pledges €90 Million to Aid Ukraine’s EU Reform Initiatives

Norway has committed €90 million to support Ukraine through the European Union’s Ukraine Facility, tying the funds to necessary reforms aimed at strengthening Ukraine’s institutions and advancing its journey toward EU membership. This financial aid is a part of the facility’s 11th installment, which totals approximately €2.1 billion.

The reforms required for Ukraine to access this funding must be completed by the end of 2026 and span critical areas such as public finances, the judiciary, anti-corruption measures, the business environment, and the rule of law. Despite recent progress with several reform bills advancing in Ukraine’s parliament, delays have posed concerns over the timely release of international financial support and the country’s progress toward EU accession.

Norway, though not an EU member, maintains close ties with the bloc through the European Economic Area and continues to play a supportive role in Ukraine’s broader recovery and reform initiatives. The Ukraine Facility has been instrumental in this process, having provided €29.5 billion in support since its inception in 2024.
