The Council of the European Union has reached a consensus on its stance regarding the EU’s draft budget for 2027, marking the conclusion of the bloc’s financial framework from 2021 to 2027. The proposed budget outlines €191.88 billion in commitments and €202.07 billion in payments, excluding any funds earmarked through special instruments outside the EU’s long-term budget.
Emphasizing a cautious financial strategy, the Council aims to ensure sufficient funding for essential EU policies and programs. Additionally, the budget is designed to maintain the bloc’s capacity to address ongoing geopolitical challenges, such as the conflicts in Ukraine and the Middle East, along with migration pressures. The budget’s focus is on providing financial flexibility to adapt to unforeseen events while ensuring timely funding for existing commitments.
Irish Deputy Prime Minister and Finance Minister Simon Harris highlighted the budget’s role in equipping the EU with the financial resources needed to tackle complex geopolitical developments. The Council has underscored the significance of maintaining financial flexibility to effectively respond to unexpected situations and secure the funding of existing promises.
The Council is set to formally adopt its position in September, with a final agreement with the European Parliament anticipated by the deadline of November 16, 2026. This timeline ensures that the budget will be ready to support the EU’s strategic objectives as it navigates pressing international issues.
